Swerdlow Group proposes a massive redevelopment plan for the Little River area, transforming 62.9 acres into a vibrant mixed-use community with over 7,500 apartments

Swerdlow Group, in response to a 2023 solicitation by Miami-Dade County, has unveiled a transformative vision for the Little River area, aiming to overhaul and expand upon four aging public housing sites, including the notable Victory Housing. These developments, originally constructed in the 1940s and 1950s, are set for a comprehensive update that seeks to blend affordable housing with market-rate units and retail spaces, reflecting a broader trend within the county to revitalize its housing infrastructure.

The ambitious proposal from Swerdlow Group, currently the sole respondent to the county's request for proposals (RFP), outlines a sprawling 62.9-acre redevelopment that integrates county-owned land with parcels acquired by AJ Capital, a Nashville-based firm with significant investments in Little River since 2021. This collaborative effort with AJ Capital, and the architectural expertise provided by Miami's own Arquitectonica, positions the project as a cornerstone of community rejuvenation and economic growth.


The proposed development promises a staggering 7,513 residential units, accompanied by over 600,000 square feet of commercial space dedicated to retail, dining, and groceries. This mixed-use approach not only aims to address the pressing need for housing across various income levels—with 1,361 units earmarked for affordable housing, 3,499 for workforce housing, and 2,653 for market-rate apartments—but also to invigorate the local economy with new job opportunities and amenities.



A standout feature of the Swerdlow Group's plan is the inclusion of a Tri-Rail station within the development. The expansion of Tri-Rail services to downtown Miami has enhanced the region's transit landscape, and the proposed station in Little River is expected to further this progress, offering residents and visitors alike improved access to public transportation. The commitment of Swerdlow Group to invest $20 million towards this station underscores their dedication to integrating sustainable transport solutions into their development strategy.


Despite the project's ambitious scope, Swerdlow Group has maintained discretion, adhering to the county's "cone of silence" regarding the RFP process. This approach mirrors the group's seasoned experience in navigating public-private partnerships, as evidenced by their ongoing Block 55 project in Miami's Overtown neighborhood—a testament to their capability in delivering mixed-use developments that cater to a wide array of community needs.
