The plan folds in 20 units of workforce "hero housing" for city employees, first responders, and teachers, a shared fleet of 25 community cars and 50 bikes for residents, and a commitment to bar short-term rentals — an office-park-to-residential conversion of the kind reshaping Miami-Dade.
