Heart of Khobar

Heart of Khobar, known as HOK, is a mixed-use district planned by Tilal Real Estate across 268,813 square metres of the Al Rawabi neighbourhood in Al Khobar, in Saudi Arabia's Eastern Province, at an investment of roughly six billion Saudi riyals. Its organising idea is pedestrian primacy: the masterplan is laid out so that as much as 89 percent of daily movement can happen on foot, with services, workplaces and homes deliberately interleaved rather than zoned apart, an approach the developer describes as an urban village combining housing, work and leisure in one place. Fourteen distinct components make up the quarter, among them residential buildings, office space, hotels and serviced apartments, a shopping mall, a business park, a community centre, a cinema, co-working floors and a spread of recreational venues, with the build-out structured across three phases covering different parts of the site. The scheme is positioned squarely against the region's car-dependent development pattern and is framed by its developer as a Vision 2030 model for denser, more sustainable Saudi urbanism.
