Plans have officially been filed for a 325-foot wellness tower in Miami Beach's Sunset Harbour, a 19-level building on the former Office Depot site at 1771 West Avenue that will stack 44 homes, multiple pools, a longevity spa, and floors of consultation, treatment, and recovery rooms onto a 25,000-square-foot lot that sold last year for $28.5 million. At 300 feet to the roof, it would rise to twice the 150-foot ceiling the Civic and Convention Center District carries today, and it gets there through a state law that reaches back to the heights that were on the books in July 2023.

Foster + Partners and ODP are designing the tower for EOS Wellness Real Estate Miami, LLC, which has filed it with the city at the pre-application stage. The plans show 19 levels and 157,522 square feet of floor area, with 325 feet at the highest point and 300 feet to the roof. A multi-level podium at the base will hold 117 parking spaces and 6,391 square feet of commercial space, with the wellness floors and the residences above it. The plans call for multiple pools, a longevity spa, and fitness facilities, alongside massage and recovery rooms, consultation and treatment spaces, physical therapy, and aesthetic services, a clinic's worth of program inside a 44-home building. Outside, the palette runs light gray, brown, and white, in smooth concrete, louvered cladding, floor-to-ceiling glass, and bronze mullions.

Those residences number 44 on a site that could accommodate 86. Eighteen will be workforce units, studios to two-bedrooms, reserved for households earning up to 120 percent of area median income, with studio rents capped at roughly $2,800. The other 26 will be market-rate condominiums, running from studios to four-bedrooms. That split is what puts the building under the Live Local Act, the state law that lets qualifying projects on commercial land borrow density and height a city's own zoning would not allow.

The former Office Depot site, where West Avenue meets Dade Boulevard, was bought in June 2025 and falls outside any of the city's local historic districts. The tower is also the second Live Local Act proposal to surface in Sunset Harbour in a matter of weeks, following Reserve at One Sunset, Turnbridge Equities' 20-story tower at the neighborhood's entrance.

The height comes from a Live Local provision that lets a qualifying project rise as tall as the tallest height permitted within one mile. This tower draws on the Civic and Convention Center District, whose cap was 300 feet until April 2024, and because state law sets the reference date at July 1, 2023, the older figure still governs even though the city has since cut it to 150 feet. Miami Beach has seen a record number of Live Local Act filings, and the city recently weighed legal action against the state over the act.
