Caspers Company unveils Clay Hill, a 550-acre countryside wellness resort

Caspers Company, the family behind Tampa's famous Oxford Exchange has unveiled Clay Hill, a 550-acre wellness resort planned for the cattle country near Dade City, with 130 keys, a working farm and up to 50 estate homes on land straddling Pasco and Hernando counties.

The siblings behind it, Blake Casper and Allison Casper Adams, submitted a rezoning request to Pasco County the week of August 20, 2026, according to the Tampa Bay Times, and the models they name are Blackberry Mountain in Tennessee and Soho Farmhouse in England. Construction is targeted for 2028, with the first guests expected around late 2030.

The plans call for about 80 to 85% of the roughly 550 acres to be preserved in its natural state, with the existing cattle operation continuing alongside the resort. The project would not require central water or sewer from either county, and throughout the site the plans give pedestrian and equestrian paths priority over vehicle traffic.

The resort itself will hold 130 keys, and around it up to 50 estate-style residences will sit on homesites of 1.5 to 2 acres each. No architect, interior designer, hotel brand or pricing has been disclosed, and the developers have not put a cost on the project.

Plans call for a wellness spa with sauna and cold plunge, meditation and yoga spaces, a chapel and a clubhouse, and multiple restaurants will run on a farm-to-table program supplied by a working farm and livestock operations on the property. An equestrian center, which Casper has said was inspired by his daughters, will let guests bring their own horses or ride on site, while the grounds will add tennis and pickleball courts, bike and kayak rentals, and biking and hiking trails. "We'll have a lot of farming, livestock," Casper told FOX 13. "So, it'll be a really different experience than most resorts that you see in Florida."

The Caspers are not new to hospitality. Caspers Company, the Tampa-based firm Blake Casper leads as CEO, is Florida's largest McDonald's franchisee, and the family's portfolio in Tampa includes Oxford Exchange, Predalina, Casa Cami, sh19, The Library, the Stovall House members club and the CURRENT hotel at Rocky Point. All of these concepts are some of Tampa's most popular and praised destinations across both locals and visitors. The developers project more than 200 long-term staff positions on top of design and construction jobs. Casper has framed the bet plainly: the goal, he has said, is not to pave over Old Florida but to give more people the chance to enjoy it.
