The former Palm Pavilion Inn at 18 Bay Esplanade, on the 1.06-acre block between Kendall Street and Bay Esplanade a few steps from the Gulf, is planned to become a 144-room resort hotel. The proposal replaces the 30-room inn with a nine-level, roughly 75-foot Mediterranean-inspired building: a four-level parking garage forms the base, a fifth-floor lobby opens onto a pool deck and guest amenities, and guest rooms fill the levels above. The nearly century-old Palm Pavilion beach restaurant stays open to the public beside it and is tied into the hotel through room service and food and beverage. The plan draws 91 rooms from Clearwater Beach's Hotel Density Reserve under Beach by Design, with conditions that rooms carry no full kitchens, stay in short-term use and close for hurricane watches. Tampa-based hotel developer and operator McKibbon is on the development team.
