Kolter Group is proposing a gated apartment complex on a nine-acre site at the corner of 45th Street and Haverhill Road in West Palm Beach, replacing Crossroads Baptist Church, which has occupied the property for more than 30 years. The plan calls for three six-story buildings holding 318 apartments, including 44 rent-controlled workforce housing units, along with a pool, a clubhouse, and a park. The unit count exceeds what zoning generally permits, but the developer is using the city's workforce-housing program, which allows additional density in exchange for sufficient workforce units, and has also requested 23 percent fewer parking spaces than city rules require in order to accommodate the park. Because the parcel currently sits in unincorporated Palm Beach County, Kolter is asking the city to extend its limits to include the site, paired with zoning that permits high-density residential development. The property sits along a stretch of 45th Street that city officials see as poised for redevelopment, just up the road from CACTI Park of the Palm Beaches, the spring-training home of the Houston Astros and Washington Nationals, and near the northwest corner of 45th and Military Trail, where a Wawa is under construction and Chick-fil-A and Chipotle restaurants are planned. Commissioners voted unanimously to grant preliminary approval on July 7, 2026, with a final vote set for July 20.
