WestShore Plaza Redevelopment

WestShore Plaza, the region's first fully air-conditioned enclosed mall when it opened in 1967, is set to be remade into a walkable mixed-use district on its roughly 53-acre site at the heart of Tampa's Westshore business district. Ybor City-based Third Lake Partners, which bought the property from Washington Prime Group in 2026 together with its existing approvals, is working with St. Petersburg developer Echelon and has filed to reorganize the site into 14 development blocks tied together by a new internal street grid. The entitlements allow as many as 1,765 residences, a 240-room hotel, about 900,000 square feet of retail and dining and some 500,000 square feet of office and medical space, organized around a large public plaza with fountains and outdoor dining. The existing mall can be demolished in part or entirely as the blocks come forward, letting housing, hotel and commercial pieces be built in phases. At a scale often compared to Water Street Tampa, it would give Westshore, Tampa's largest office market and the gateway to Tampa International Airport, a true town center of its own.
