The world's top magnet for new investment

Dubai ended 2025 with 4.58 million residents, up 7.5% in a single year, and it has ranked first in the world for greenfield FDI projects five years running. Companies keep picking it as a base: VEON moved its group headquarters here from Amsterdam, PayPal opened its first Middle East and Africa headquarters in Dubai Internet City, and hedge funds from Millennium to Citadel have set up in DIFC.

The government's D33 agenda aims to double the economy by 2033, there is no personal income tax, and the next layer of infrastructure is under way: a AED 128 billion terminal at Al Maktoum International and the 30 km Metro Blue Line, due in 2029. The towers going up are homes for a city that added about 332,000 people in 2025.
